"The 'lightning race' to deploy infrastructure and urban projects"
The central budget supports 70% for public investment projects including: Freshwater reservoirs at Cua Can Lake and Duong Dong Lake, construction of dykes and land reclamation for the APEC multi-functional complex on an area of 57 hectares, connecting roads (provincial road DT.975, urban railway line from Phu Quoc Airport - Conference Center, urban embellishment projects and digital transformation for smart city construction in An Thoi and Duong Dong…). For the APEC Avenue project, 50% of public investment capital is allocated. The total investment capital for public investment projects is nearly 20,200 billion VND.
Accordingly, Phu Quoc will apply the public-private partnership (PPP) and business investment methods for the expansion project of Phu Quoc International Airport, the APEC multi-functional complex, waste and wastewater treatment plants, domestic water supply plants, Bai Dat Do mixed-use urban area and the Nui Ong Quan ecological tourism mixed-use urban area.
The APEC multi-functional complex is shaped as a strategic project of national stature.
Notably, the target roadmap of the projects demonstrates the high determination of the political system to bring the projects to the correct schedule before APEC 2027. Among them, the APEC convention center, a key project, was officially launched in May 2025 and aims to be completed in June 2027. All other projects serving the APEC works, from transport infrastructure to urban infrastructure, are committed to being implemented in 2025.
Shaping a future "super city"
According to Dr. Tran Dinh Thien, Former Director of the Vietnam Institute of Economics "APEC 2027 is an opportunity for Phu Quoc to transform, shaping its true stature as a future coastal city. What is prepared for the event's success is preparing for the future of Phu Quoc ."
Sharing the same view, Dr. Vo Tri Thanh, Director of the Institute for Brand and Competition Strategy affirmed that APEC is a very important conference, as it is located in a region with many large economies, playing a crucial role in the regional and global economy. "The preparations made now are not only for APEC but also have great significance for the subsequent development of Phu Quoc and its spread throughout the country. We will have the image of a strong, integrated Phu Quoc , keeping pace with modern trends", he emphasized.
With the experience of hosting APEC in Hanoi and Da Nang, it can be seen that the projects serving the APEC 2027 works in Phu Quoc are receiving unprecedented preferential investment.
Phu Quoc International Airport is upgraded and expanded with a passenger terminal, runway number 2, VIP terminal…
For example, Phu Quoc International Airport - the "gateway" for trade and foreign affairs of the pearl island - has been upgraded and newly built, becoming one of the smartest and most modern airports in the world. According to the plan, the airport will cover an area of over 1,050 hectares, meeting the 4E category standard according to the International Civil Aviation Organization (ICAO), with 2 runways, 100 aircraft parking positions, a passenger terminal, and a VIP terminal.
Ahead of APEC 2027, the airport's capacity is expected to reach 18 million passengers per year, 4.5 times the current capacity (4 million passengers per year). Particularly, the airport will integrate advanced operational technologies, similar to leading modern airports in the world such as Changi (Singapore), Haneda (Japan), or Beijing (China). Passengers will experience remote check-in procedures, automatic baggage sorting, and biometric identification, helping to shorten processing time to just 15–30 seconds per person.
Considered a strategic project of national scale, the APEC multi-functional complex in Phu Quoc will not only serve APEC 2027 but also be a breakthrough in shaping an international-class conference and event center. The complex has a total capacity of up to 15,000 people, including large-scale facilities such as a 10,000m² Convention and Exhibition Center, meeting the requirements for organizing international conferences with a capacity of 3,000 to 3,500 seats; a multi-functional auditorium flexible in function; an International Press Center serving 3,000 to 4,000 reporters simultaneously...
Compared to APEC host centers previously built in the region, such as Ariyana International Convention Centre (Da Nang, Vietnam – APEC 2017) or Yokohama International Convention Center (Japan – APEC 2010), the Phu Quoc APEC complex stands out due to its comprehensive, synchronized integrated scale and unique coastal space. While Ariyana has a capacity of under 1,000 seats and mainly serves specialized conferences, and Yokohama Convention Center is located in a bustling urban area with limitations on expansion, Phu Quoc has advantages in open space, landscape, and is oriented towards developing as a new event city of the world.
Phu Quoc has affirmed its position as a new event hosting destination in the region.
The tourism and resort ecosystem has seen remarkable development over the past decade, with the participation of leading economic corporations such as Sun Group, VinGroup... combined with future projects: modern convention centers, convenient arterial transport routes, intelligent telecommunications – operational systems... creating leverage to make Phu Quoc a future international center for tourism, economy, and trade.
